When I checked my new issues, one of the issue links was broken. instead of an issue number in the address, it had HASH(0x88d5f54). Also, if I remember the issue correctly, it is one that is not applicable to my nation.

what issue was this and have you tried clicking the issue again. I have had an error like that before and it usually self corrects within an hour or so..

When I took down the server yesterday for maintenance, I did some steps out of order which caused this. I'm fixing them as I find them.
Thanks, its fixed now. If you still need it, the dilemma was Democracy Compulsory, if I remember correctly.

That would have been it. What happened is that something that wasn't an issue got stuck in the list (actually, it was an internal error message). The game tried to figure out what issue it was, but couldn't, so defaulted to the very first issue.
Of course, since it wasn't a real issue, you couldn't resolve or dismiss it.
