I was wondering if/how it is possible to change a past decree. i.e., an issue came up, I voted my position on it, and now I want to change it, after the legislation went into action.

Is there a way I can change it?

Sometimes issues re-appear after you pick a side on them. Although it might be a few days or, at most, a week or two before you see the issue again. I suggest that you wait it out. It'll pop back up, trust me.
