My nation appears to be having some sort of population bug as I was at 2.125 billion, then it went down to 2.04 billion the next day, then it went up to 2.045 billion and now it went down again to 2.05 billion. Is this just my nation or is it happening to everybody?

Nope, you are gaining about 5 million peaple a day. The problem (according to your description is y\the server rounds the numbers off. I am not sure about the initial jump but the rest is logical.

The program listed 2.040 as 2.04. It dropped the last 0 off because it is not needed to express the value of the number.
Someone else will have to address the jump from 2.125 to 2.040.

There's no known reason for a population to go from 2.125 to 2.04. Are you sure you're remembering right?
And Balrogga is correct. 2.05 > 2.045

ya it could just be that the old brain is failing me. made evermore obvioius by the fact that I thought 2.05 was smaller than 2.045 . Ill continue to watch it but im sure it was nothing.
