Noob question alert. What happens if a founder nation of a region ceases to exist? Will the region be controllable only by the delegate? What if founder has locked Delegate access.

That's not exactly correct.
When the founder nation dies, the regional delegate automatically assumes control. Even if the founder had delegate controls turned off, the game will automatically turn them back on and will prevent them from being turned off anymore. However, the delegate still needs to abide by the normal rules on griefing - (he does not assume the powers of founder).
