My brother and I created a nation and we both got the 2 issues a day seting. The problem is that i get 1 issue a day e he gets 2, I did not find anything related to that on the forums, just the no new issue at all bug.

I tryed to change my setings and aply them again, and finaly traded regions. Nothing happened so far, it says 2 per day in the setings but i get one per day.

PS: When are the issues updated? Please don't say "moning and night", I'm looking for something more accurate than a 6 to 12 hour delta. (morning is 6 hour long and night is 12)

I seem to recall the major being around noon GMT, but I don't really pay that much attention.

My nation's last issue was delivered some time in the morning of the 27th, that confirms the problem. Thank you for the reply.
