Is it absolutely, totally acceptable to make/have two nations? The FAQ never really fully answers this, at least to my knowledge.

You can have as many nations as you want, and you can even sign them all up to the forums if you want. Many people have many different nations for many different reasons, from exploring different directions in the game, to RPing in different styles on the forums. If you intend to roleplay on the forums with them, one thing of note is that it is considered bad form to use multiple nations to gain an advantage (this isn't really a 'rule', exactly, though it will make it hard to participate if you do so). Other than that you can go mad.
The thing which is absolutely against the rules, however, is having more than one nation in the United Nations at any one time. If you do that and get caught (and they catch a lot of people), you may face some or all of your nations being deleted.
