I have been a member for around a week and haven't received further issues or telegrams following the initial batch. I have vacation mode unchecked and set issue frequency to two per day. What could I have wrong?

Typically, the issue problem is solved by leaving your region and then returning to it.
The telegram "problem" isn't really one. Unless you're in the UN, the game won't send automated telegrams.
