Sorry if this has been answered before, I can't seem to find any information on it.
What happens when the vote for delegate is a 3-way tie?

Edit: Ok, I did a little more digging and found a thread that stated the incumbent remains the delegate, but it also states that this is not always the case and it is sometimes random, so the question still stands. Thank you.

Can you provide a link to the thread? I might be able to help you figure it out.

This probably belongs in Technical.

To the best of my knowledge, it's not so much the incumbant but the person who's sat in the region for the longest consecutive period. However, I don't know for certain.

Edit: apparently not (read the thread linked above)

Actually, I think Forgottenlands is correct. The nation who has the longest uninterrupted stay in the region would most likely get the delegacy in the event of a tie. Note that any interruption, whether recruiting, popping out to post on a friend's RMB, or what have you, sends you back to the bottom of the list.

I don't have any emperical proof of the former, but I am quite certain about the latter. It's like the Hotel California: you can check out anytime you like, but you can never leave.

Remember you can find out which nations have been in a region for the longest uninterrupted time by looking at the region's XML page:

http://www.nationstates.net/cgi-bin/regiondata.cgi/region=England

(Replace England with the name of your region). The nations that have been there the longest are listed first. Note that this doesn't work with regions with over 300 nations, which just say --MANY-- rather than listing the nations.
