I have noticed a very big problem with my viewing of the forums. They refuse to update. Sure, the thread link displaying the newest post in that forum works, but when I view the forums, they do not update. No new topics appear, pages are not added, but when I view the threads, I see the new pages. What is going on?

Sounds to me like somebody set your browser cache settings to "do not update". Each thread will be different because it will be a new URL, but the forum URLs remain the same.

Clear your cache and check your settings. The problem is on your end.
