I think it's because of by aol accont but they have already sent mail to me. I always get the telegram but nothing gets sent to my mailbox.

You should probably try asking in Technical. However, the mods have stated before that AOL really does cause problems, so it might be that. If you have another, non-AOL account, I'd advise trying that first.

The following is my theory, backed by ample empirical data from this and other sites, but no actionable proof...
If even one person reports a NationStates email as spam, even by accident, AOL's spam filter rejects all future mail from that address with that subject header. The message doesn't go into your spam filter, it is simply deleted. I don't beleive that a bounce message is returned to the sender - it simply disappears.
AOL has a 'whitelist' program with multiple hoops that we can attempt to jump through, but it requires a volume of over 100 messages per month or the site is automatically delisted. What a pain.
NationStates password reset emails currently appear to be blocked. Frustrated AOL users have been sending tasks about that for months, and my several appeals to AOL users to find anyone who has successfully changed an AOL-emailed national password have been met by deafening silence. While you can't prove a negative, I'm convinced.
I'm not saying AOL sucks ... oh wait a minute ... yes I am.

AOL. What a pain.
Oh how correct you are. Some people have to deal with AOL about blacklisting legitimate email on a daily basis....
*damns AOL to china!*

Just make a yahoo account and send everything there. It's the easiest thing, I send all of that sort of thing there. I don't care if it gets spammed to heck, my personal box stays clean and doesn't cause trouble.
Okay, it's time to admit it to the world AOL: you suck. And you can't even do that well. Firefox is a better browser, and is several fold more secure. Y-mail is better and you get a free geocity with it ^_^
