Lets say my nation was deleted for inactivity, and I ask for it to be resurrected.

The mods, feeling generous, agree and back into the game I go.

I then move back into Atheist Haven, the region I founded.

Could I still access Regional Control?

I should think so—I'm sure this kind of thing has happened before—but wait for an official response.

I've seen a founder nation revived, and it did indeed regain regional control.

(Still not an official response, though.)

Yes. Founder status survives death and resurrection.

You don't even need to be in the region to access it, but you do need to be (and stay!) in the region to disable Delegate access. Just FYI.
