I've read several of the threads and forums to help new players get up to speed, but I have 2 questions: 1) what is the URL on which characters are actually created for others to see, and what is the URL from which I can purchase armaments (for self-defense).

1) There is no URL to create visible characters. Some people have pictures of their major characters, and I'm not sure how they made those, but there is no website where you can create a character like that.
2) To purchase armaments, look around II at the various threads marked 'storefronts'. You can purchase weapons and anything else you need from there.

All these are RP. You can't create it while playing the game. There can be such site, but it wouldn't be official.
