I know that if two nations have the same number of endorsements, the nation that has been in that region longest becomes Delegate.

But what if the two nations arrived on the same day? Does it go by who arrived first? Alphabetically? By size of nation?

'Sun Nov 6 04:41:32 2005 $nation2 arrived from $region.'
We keep track of more than just the date. One of them will always have been there first.
