You have to have more endorsements than the current delegate.

There is no current delegate. so what do i do?

Then you need to be in the UN and have another person in region that is in the UN endorse you. Then, at next update, you will become the Delegate

You don't have anyone in your region in the UN at the moment. So you're going to need to get another UNer in, or convince someone in the region to join up.
