My nation, Southeastasia, has not received the telegram of an ally. He said that he 'could've sworn' he sent one over but I haven't received anything in quite a while. Could somebody please correct this error?

How about trying again. 'Could've sworn' sounds more like a PEBKAC* error than a game error.
