To become a member of the UN you have to provide an email adress, do this in the settings link in the scroller beside your nation. To become a regional delegate you have to be endorsed by another UN nation in your region.

It helps if you've sponsored some sort of genocide.

Specifically, you have to have the most endorsements of any UN nation in your region. And ignore what The Lagonia States said.

....Unless you want to move to my region, Athar, where I'll endorse the first UN member that moves there.
And this really belongs in Gameplay.

All UN delegates must own a light blue tshirt with the letters U and N in large white letters on the front.

Na, a light blue military helmet with UN on it is much more stylish.

Guys... this was supposed to be a serious question, please don't spam it.
To answer the orrigional poster's question:
1) Join the UN
2) Recieve endorsements
3) Eventually have either more endorsements than the present delegate, or the most endorsements of the region
4) If 1-3 have been done, you will become the UN Delegate of the region somewhere between 0700h and 1000h GMT

One minor addition. To BECOME delegate, you need to have the most endorsements. If you only acquire the same number as the existing delegate, you will not replace them. The delegate is thus the person with the most endorsements and, in the place of a tie, who has had that number of endorsements for longest.

That is correct. There are 4 ways to stop being delegate. If you have access to regional control, you can kick out your endorsers so you are no longer delegate (or ask the founder to do it if you want). You can send TGs to people asking them not to endorse you. You can resign from the UN. You can move to another region.

Wouldn't the first one be griefing?

I don't think it would be griefing. That's usually the ejection of natives or members by invader delegates. Here, TGP is talking about losing delegacy, so I don't think it would apply. BUT kicking large numbers of people isn't smart, even if they endorsed - the simplest way would be to resign or move.
