This may sound like a silly, and perhaps even whiny, question, but how do nations become corrupt? I’ve been racking my brain for decisions I’ve made that have lead to corruption and how I can clean up my nations’ governments. Thus far I have been unsuccessful. It almost seems a random designation. Is it possible for a corrupt nation to reform?

Over time if you choose the right issues, it will change.

If you select issues that favor corporate interests over, say, environmental or labor issues, or if you slowly chip away at political and personal rights; these are two methods that I know of to become corrupt. But then again, aren't all governments corrupt? ;)
