This would be a cool feature, and i doubt it would be too hard to set up... even if it isn't "built" into a game, if we try hard enough we could make an unofficail program... I'm behind it 100%, send me a telegram.

Speaking from a game mechanics point of view, its not going to happen; though, if you wanted to create this organization by roleplaying it, then by all means, go for it.

The Meritocracy is the only one that ever really got anywhere, I think. My impression was that it was an alternative to the UN, not really a rival to it. It was a regional organization. You may want to look on NSwiki to find out more about it.
Note: I, nor any of my puppet nations is or has been a member of The Merit so I'm not just hawking my own thing here...
