If I turn this on and the other one below it, would other members be able to see my personal email address or is this strictly for sending TG's?

As far as I know, that refers to a feature that is locked to the general user of the jolt forums. Moderation can email you using that I belive.

I have a NS-created Jolt forum account via Tuesday Heights, and I can receive e-mail from other users and I have received e-mails from them. So, I think if you allow the option that others users can e-mail you, you'll get the e-mails.

though, I've yet to figure out how to send an email...

You send it via the profile, but since the profiles don't work right now... you can't do it.
