Small improvement

Minor technical improvment.

In nationstaes when you are about to create a nation and you try and create a valid name why are we not allowed to use the names of nations that have ceased to exist. This takes up lots good names that are of no use to anyone anymore, so why can't we use them? Are they something i've overlook if so please feel free to correct me.

The main reason in why we don't release names is the simple fact that those people might become interested in NS again, and ask to have their nations revived so that they can come back and play again. It would be pretty bad if someone decided to come back, only to see that their nation has been taken by someone else.
