Technically, all it takes is a couple of mouseclicks, but that's probably not what you're asking.

You probably mean somebody who has broken the rules so flagrantly and often that the moderators had to declare him delete-on-sight. For those who continue to fail to take the hint of their new and old nations disappearing into the gullet of the server and make more and more and more, we (in VERY rare circumstances) might go so far as to actually block an IP address. Since we institute IP bans only when ALL other methods of dealing with habitual rulebreakers have failed. we're not all that likely to lift them. The exception to this is when an IP ban accidentally affects unrelated users. Those we'll evaluate and seek other methods on.

Do you have evidence that an innocent is caught in an IP ban ... or are you just wanting us to reverse a Delete-on-Sight order for a friend of yours? 'Cause #2 ain't gonna happen.
