Possible to install a new founder without expireing the old region?

In the region I reside in, "FurNation", the founder has left many many months ago and I have maintained the UN delegacy for the past 150 days to try to keep the region free of people trolling on the regional board and invadeing the region again and requireing mod action in the event of a griefing as occured a few montsh ago. (sorry. longwinded.)
my question is this.
there are approximately 27 nations including my own. not all of these log once a day or even one a week. so asking everyone to leave and then return once a new region is founded is rather unfeasible. To gain a new founder, is there any alternative to letting the region expire then refounding it with a new founder or making a new region? Is it possible to have a game moderate install someone as a regional founder in such case? If so what would the requirements for such action to take place be?

I've heard that the mods only install new delegates in extreme circumstances. They don't usually do it on request.

I've been here a fair while and off the top of my head I can only recall one case where a founder was appointed. It is exceedingly unlikely to happen.

Yeah, it only happens very. very rarely. I'v been involved in 2 cases one with Texas, which was succesfull in appointing NewTexas. I think that only went through because the old founder died a very long time ago, and NewTexas had acted as founder in his role of Delegate since that point, taking Texas to 250+ nations.
The other time was recently when Dun Eideann was told they couldnt have a founder installed after the original one went mad and did some crazy stuff.
