What do i do if my sister and i want to play from the same computer? Is that against the rules? We only have one computer.

It is fully legal for you and your sister to play on one computer, or so I belive.
However it is illegal to have more than one U.N account. Even though you and your sister control different nations, because the admins have no way to tell if you are telling the truth, only one of you can have a U.N account. If you both want one, it may be best to work out a roster on who has the U.N.
Note since I am not a mod, my words are not to be taken as the total truth. However, I am sure I am right.

(Though a simpler method might have been to provide a link to [violet]'s "Ejected from the UN? Here's why ..." thread, which says the same stuff.)
