Even though I opted on 2 issues per day, I only get one... on all my nations. How come?

How often are you checking your nations?
There are two updates each day, and nations on two issues per day recieve one issue each update.
Did you hit the button to save changes?

Yes, saved changes, went back and checked with all of them.... what times are the updates? (in GMT)
