I just becae a UN member and I got to thinking, if say the highest number endorcements in a region is say 50, but two different nations both have 50 endorcements, who would become the delegate.

The nation that has been in the region longer.
So if you and I both had 50 endorsements, but I'd been in the region for a day more than you, I'd be the UN Delegate.
