Is Anarchy really the best UN category for a nation? Ever since I reached Anarchy it says about my nation "Its hard-nosed, hard-working, intelligent population of 714 million live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs". Is this just the generic "population description" for Anarchy or is this something I can change?

You can change your UN category by answering issues in different ways. It's up to you do define "better" in this instance.
You can also change your forum signature so that it meets the maximum standard of 8 lines, including blank lines. Does everyone really need to know about your 7 fleets in every post? No? Didn't think so.

Okay, thanks for the answer. I've been wanting Anarchy for a while just because it's the mark of three high freedoms, but I don't want it to say my populace is living in perpetual fear is all.
