how can i be the nudest country in my region and 30,000th nudest in the world when i've never even voted on a nudist issue??? Plus, the title 'Nudest' is so lame. Am I forever plagued with the title of nudist, or will this change over time?

I'm guessing here, but because your nation has better civil rights/political freedoms than the other two in your region, you were automatically chosen to have more nudists than them.
To remove this dubious honour, wait a day and the report will change.
You can also wait until you get a nudist issue and vote on it.

The report will return in about 1-2 months, giving you plenty of time to denude your citizens. Er, excuse me, unbare them. Uh... well, anyway, it'll give you plenty of time to make your citizens a little less inclined to go about in the buff. (What is it with me and this issue? Maybe my dirty mind. I'll have it looked at by the psychologist for my 6-hour therapy session tomorrow.)
