I was wondering if you could put a monarch in the game you could then choose if you want a conitutional monarchy or a complete control monarchy
i thought this would be a good idea and would give your country a bit of character and culture

It's highly unlikely to happen. Having a National Leader customisable field was ruled out a fair while ago as an addition to the game, so I doubt that the admins would re-code for a specific government style.
However, if you are interested in giving your nation history and culture, you can do it by putting up a national page on the NSWiki (http://ns.goobergunch.net/wiki/index.php/Main_Page).
