Is there any way to ban a nation before it actually enters your region, or can you only ban nations that are already members of your region?
No, unless you consider passwords banning.

Nope, can on;y ban if they're in the region. Pre-emptive banning was suggested once, but from what I remember it was turned down because it messed with gameplay (invasions, defenses, liberation)
