I am new and not sure if this was brought up before. But how about adding an option in the game that will allow us to make laws without having to wait for the issure to come up at random.

Your nation may have whatever laws you make up for it via roleplay.
If you'd like to document your laws, create a page for your nation on the NationStates Wiki...
