Its all in what you post, there is no "place" to set up your units, choose a forum to best suit the thread you want to make and make it.
As long as you don't over do it on your miltary you should be fine. Their are some 'calculators' to help work out your army size due to your population size, but the best rule-of-thumb is 1% of your total pop.
