Only if you a)Pay Jolt. or b) work for Jolt, will they allow you to have an avatar.

Its actually a very good question Findecano Calaelen. Truth is, the amount of people who access Jolt every day make it near impossible for each and every user to gain the ability of having an avatar. Being a frequent on the forums I see you are, I guess you would have experienced the somewhat occasional times when Jolt is down, unaccessable, or unable to load within a comprehendable time. And what do we blame this on? Its a matter of the limitations the Jolt server has. Given that a server will always have some kind of a limit, you will find that it tends to 'screw up' every time an 'X' number of people / programs are trying to access the server. The more people / programs there are, the more strain there is. Pictures such as avatars, and scripts tend to heighten the amount of 'strain' each user / program places on the server, thus decreasing the amount of users the server can handle. Therefore, in plain pretty english, the avatars arent enabled because it simply slows-down and / or kills the server capacity.

And why are moderators and administrators allowed avatars in that case, you may ask? Well, the answer is rather simple - Moderators and Admin's, kinda special and rare position on its own 'ey?

If there were to be avators I would think it would be your nations flag. Maybe there could be a way to start a donation to raise money so Nationstates' users could have avators.

I think Hack explaned it well:
Avatars are hosted locally and added to every post you make. Therefore, they use up bandwidth. Multiplied across 701,014 accounts, it quickly grows prohibitively expensive.Though, I still like my idea of remotely hosted images, it isn't likely to change.
