If two countries get the same number of endorsements for the UN, which one becomes delegate?

Sorry if it's been posted somewhere else, I couldn't find it.

The nation that has been delegate longer remains the delegate.

If the region had no delegate, whichever one has been longer in the region becomes delegate.

If one of them was delegate already, he/she stays delegate.
