shouldn't we be able to reverse legislations that we have made and don't like or have turned out badly? i mean maybe we could put it to a vote with our citizens?

If you're referring to the daily issues, just wait you'll see them again, and again, and again.

One thing I've wondered about though... if the second time you see an issue you just dismiss it does that cancel previous action you took on the same issue, or just do nothing?

When you dismiss an issue your stats do not change, so I would say that your previous actions would not be cancelled out.

Dang.

I recently chose an option on an issue that I really want to undo... but I certainly don't like any of the alternatives that were presented which would leave me kind of stuck if you're right.

When it comes to issues, just wait until you've passed 4 issues, and your 'bad decision' is lost to all but memory. One single decision can usually be met by any number of other issues. As your nation gets older, you may want to try out some of the more bizarre options, just to see what happens.
