Condense the help stickies

A Person who is new to the game has recently told me that there were too many help stickies and that they were all spread out, he barley knew the rules. Maybe you guys should create one, unified set of rules for all the forums...
Just an idea..

yes, but place in an area where everone, new to the game can find it, like general.....

Not everyone goes to General first. All the forums have their own dedicated following, and nobody reads everything everywhere. Even the FAQ should be obvious to everybody, but we get 20-30 questions a day that are covered completely in the FAQ.
Besides, this sticky in General (http://forums.jolt.co.uk/showthread.php?t=410573) has a link to the rules sticky at the very top. It's called General Forum Rulings and good General advice. Did you even look there before coming here to complain that it didn't exist?
We can put it out there, but we can't make you read it if you don't make a minimal effort. I hardly think that's our fault.

I was told that is was confusing and that he didn't know the rules. Just trying to pass on some throughput...
