First of all, this has nothing to do with the UN. Moved to Technical.

To address your concern, the flag size limit used to be 5 k; it would be easier to appreciate the 10 k if you'd been around for that. The sheer amount of custom flags is enough to make 250 k an impracticailty.

And unless you have a terribly multi-coloured flag, 10K is more than enough. Although I only have two primary colours, saved as a gif my flag with 256 colours comes to around 6.5 kb. It doesn't actually have to be a .jpg, you know. Save it as a gif, works much better.

250k in .jpg format is about 3000 x 5000 pixels, and that's a little larger than the whole screen:eek:. In .gif it's even more! My flag, for example, is huge (I think 300 x 200) and it only comes up to 8k (.jpg). Even animated flags are possible up to a certain extent (I think Frisbeeteria has one, f.e.), albeit simple animation.

The flags are fine as they are. This change will not be implemented.

Animated gifs were possible with the old limit. My puppet, Man or Astroman, has an animated gif under 5kb. Grendel's flag is also under the old 5kb limit.

If your flag is all areas of flat color (like mine, and like all RL flags), .PNG is best; more compression than .JPG, and no "jpeg jaggies". :)
Commonly known in the industry as 'artifacts.' But yes, JPEG compression relies on the fact that the human eye is bad at telling the difference of minor colors on a large scale. On small flags like these, that trick wont work.

I personally love Portable Network Graphics [PNG], but not all browsers/systems support it. CompuServe Graphic Interface [GIF] is a bit easier for some programs to make, as well as being a bit more cross-browser compatable. Just slightly larger file size.

But as heen said, if you dont go outrageous with colors, PNG/GIF is best bet, and über-technocolor-flag-eyesore-of-doom flags are best in JPG... though you'd prolly be over the file limit if your flag is actually a ÜTCFEOD.
