I'm not in the UN myself, but as far as I know you simply ask other UN nations to endorse your nation. These endorsements have to come from other nations within your region, I believe. And if you change regions you would need to get new endorsements from the nations there. Does this help?

You'll have to convince regionmates to join the UN first. You're the only UN member in your region. You won't ever get any endorsements until other nations in the region are in the UN.
