Is it technically possible to build Utopia?

I'm wondering if its possible to build a Utopia in NationStates. Here I want to define a Utopia as a nation ranking "World Benchmark" in all three categories. Its clear that each issue affects a set of unseen numerical attributes for your nation, so I wonder if its possible to grow a perfect nation through careful selection of legislation on issues.
Without knowing the formula and being able to see only two issues a day, this seems to be a tough proposition, but I think it should be POSSIBLE. Has anyone attempted it yet?

Closest i've seen was World, thriving, world in !anarchy! not really a utopia
Anything's possible, categorywise, given a bit of luck and patience.

Easily possibly (aside from the fact that there's no 'World Benchmark' ranking for Economy).
I'm currently at World Benchmark/Frightening/Excellent, and in the past have been Excessive/All-Consuming/Widely Abused, which would actually be higher ranked than you're shooting for. I have a puppet at Excessive/Strong/Excessive, which is pretty close to what you're aiming for (CR and PR are higher, Econ's lower than you're wanting).

The issues are designed on purpose to force users to take a stand that is MOST LIKE their own views. They do not allow for micromanagement of national concerns on every talking point much like in life any governing body can only creep along toward addressing all contingencies.
There's an old principle I remember from physics: given intermolecular and interregional forces, you can only approach a goal, but you are never exactly there. Energetics of matter prohibit one from reaching an exact spot, especially when it is already occupied. This is furthermore complicated by the fact that each person considers utopia to mean something entirely different.
It is possible to reach the highest in each of the categories, but your nation would most likely become an anarchy in the process. Not necessarily, but it is probable. I'm not sure if that's what you're after.
My aim was always to become a Utopia -- techincally, a "Civil Rights Lovefest" ranked at Widely Abused/Frightening/Corrupted. But so far I've only achieved one of those rankings (political freedoms) and my economy seems to be doing awfully. :( No matter how much I try to persuade the industry to improve, it doesn't want to. Oh well...

One person's version of a Utopia might be different from another person's. For example, you might think that Utopia is World Benchmark in all three categories whereas I think Utopia is more of a Benevolent Dictatorship with a wise man ruling it.
If you think your nation is Utopia than it is.
