Does anyone know WHERE on the NationStates website the rules are posted that people are only allowed to recrute in The Pacifics and the RR?

Currently that rule is posted near the top of the second post in the One-Stop Rules Shop (http://forums.jolt.co.uk/showpost.php?p=8784627&postcount=2). Handy thing, that rules shop. It can be found in the Moderation forum.
