Ok, recently, I've become involved with RPGing in NationStates, and I want to know two things.
1. How do I find out my nation's budget? And the NationStates Economy site doesn't work for me. Is there any other way?
2. How do I find out my military's number of soldiers, equipment, everything?

1. If NSeconomy doesn't work for you, try the Sunset calculator (http://www.sunsetrpg.com/economystatistics.php).
2. Your military is 2-4% of your population (for example, Czardas has a RPing population of ~78,000,000, so my military is about 1,560,000 soldiers). As for the other things you can buy (tanks, equipment, etc.) that is based on your military budget, and entirely RPed.

hmm, i rarely look at my budget anymore due to the fact that i have saved such an incredibly huge amount of money that it is not even funny(i mean like i didnt spend much when i was active and making ships, how much was made before my account was taken down) I mean i easily had a quadrillion saved up from my first inactivity before i came back in may, then i was inactive again until now(Andmerica has not been revived yet)

Allow me to point out that this is an opinion post, and is in no way binding. NationStates doesn't set ANY of the values that you seek, so any player suggestions merely reflect "accepted practices" rather than "how it works".
As there is actually not a technical answer to this question, I'll refer you to the roleplay forums, and lock this thread.
