speaking in terms of Waging War, can you have half your country wage war on the other half in the International Incidents section?

Roleplaying a civil war can be an interesting diversion, if you design it in such a way as to allow other players to join in. Doing all the posts yourself is like having sex with yourself. You might enjoy it, but it's not much of a spectator sport.

This isn't a technical question, as there is no technical requirement for roleplay. For the best advice, read the sticky threads in the two roleplay forums, then read a few of the threads.

Well, a civil war could either be--

a) A character-based RP, in which the nations play characters fighting in a civil war instead of nations;

b) A closed RP in which you roleplay one side, and a friend or another play roleplays another;

c) A nation-based RP in which you invite other nations to ally themselves with one side or the other.
