I hope that no one thinks that I am in idiot but I would be most apriciative if someone could tell me how to create a poll with a new thread.

Well, what was explained in that link did not work for me.
Create your new topic>When viewing the topic, click Thread tools>Make Poll.

at the bottom when you start a new thread there is a small box called Post a Poll you would then click yes and choose how many options but when your finished ALWAYS click the submit new thread button under the poll bit never the top one otherwise it will not work
