Regional Control Panels Question

For anyone that knows, could you answer me this question. If the delegate of a region with a living founder turns off delegate access to the control panel, does access remain off even after the delegate is replaced?

If the founder continues to exist, and a new delegate takes the place of the old one, the ruling of the founder still stands, and the new delegate won't be able to access the regional control. Denying delegate access to the regional control goes for anyone who is, and who becomes the UN delegate in the future (if the founder stays active and doesn't change the option).

I don't believe a delegate can ban himself from the regional control panel. They can ban themself from the region, but not the regional controls. I think that's an option that the Founder only has.

Needless to say, I was locked out of the regional controls for twenty-some days until the founder turned them back on for me.

Okay, so as Jjuulliiaann proved, the delegate can lock himself or herself out. But if in the time the delegate is waiting for the founder to reactivate controls someone takes the region, is the new delegate also without access to the control panel?

Yes.

Yup, we've done it before pissed some invaders off royally :D

Take the delegacy, bar delegate access, then leave, the invaders stay, think they outsmarted us, but then...no controls.

Ties them up one more update, and with no gain at all. Delegate access then stays off until the founder allows it again, or until the founder leaves the region or dies
