There is no place in these forums that says "new poll," however polls are being created. How do I create one?

If you just create a new topic:
Below the edit box you will see a section titled "Additional Options" (even in replying).
The last option is:
"Post a Poll
Yes, post a poll with this thread
Number of poll options: (Max [... etc]"
