I feel really dumb asking this but... how do I create a puppet on nationstates?

All you do is create another nation. This is known as a puppet nation.

Log out of your current nation then create a new one as you did this one. Note that you cannot have more than one UN nation though.

in gameplay, you can use it as a spy nation, an ambassador nation, as founder, etc...
