The Island of Chambobo is a huge, environmentally stunning nation, remarkable for its punitive income tax rates. Its hard-nosed, hard-working, cynical population of 708 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Commerce, Education, and Defence. The average income tax rate is 77%...

Last time I checked punitive meant small, and it seems pretty stupid that something like this can happen. The example in the FAQ talked about anarchy and a big government, but I don't see how someone could louse this up. My economy is frightening and I guess that could contribute, but I still think that this would be triggered by your tax rate, and not your economy.
