Civil Rights and Economy Seem to be Stuck

My civil rights and economy ratings haven't changed in ages...they used to be at "Unheard Of" and "Powerhouse," now they're at "Few" and "Thriving" and haven't changed in quite some time. Seems like a bug to me, because I've been choosing recommendations on issues that should change those two. Perhaps I just don't understand how the system works, I'm not sure.
Yes, you don't understand the system. If you've been around for a while, your rankings tend to get stuck. I've been at Superb - Developing - Corrupted for quite a while now, too; that's just a byproduct of age. Your nation changes less with age. (I always thought if it was at 'Developing' it should get better soon, but it never happened. Funny.)

Lol, my economy is stuck at 'imploded' for more than one and a half year now :(
The other two change sometimes, but slowly :)
