How do I delete the nations that I have created that's in my region? I don't want them anymore.

Ignore them, after 28 days (assuming their not on vacation mode, then it's 60 days) they'll be deleted for inactivity.

what if i've created one nation and then applied to joint the UN, and then created a new nation and applied for that one to join the UN too, but i dont want the first nation anymore. I read in the faq that if you have more than one nation in the UN you can get expelled. So if i just ignore the first nation to become unactivated will i still be penalised for having more than one nation in the UN? they are under different email addresses.

Then, wait 24 hours, and apply to join the UN with your new nation, to avoid being penalized. After that you can log into your other nation whenever you want and from wherever you want.
There's a mistaken idea circulating that it's okay to have multiple UN nations from different email addresses, or different computers. Both are wrong.
