End multiple repeal proposals

It really bugs me and it really wastes my time when I'm going through the proposal pages and there's six or seven "repeal" proposals for the SAME resolution. Is there any way to filter the proposals so that only one repeal per resolution is in the loop? Maybe by title?

Unfortunately, it's been discussed many times before that a new way to categorize the proposals list would take a massive amount of coding that just isn't crucial at the moment.

It's unfortunate, too, that many people can't bother to write one good proposal and instead flood the queue with a million crappy ones.

However, there's a slight remedy for the latter, if you think a particular proposal isn't following the proposal guidelines, you can report it via the Getting Help Page for the moderators to look at and judge whether or not it is in violation of the rules. If it is, as most poorly constructed ones are, it will often be taken out of the queue.

Should the nation that has written four or five paragraphs of clear, concise reasoning for a repeal be forced to wait 4 days for "becuz it sUxX0rs" to clear from the list? No, they both get to post, and you get to dig through the crap looking for pearls.

Anything hard-coded to restrict proposals would be arbitrary and/or unfair. Besides, there is no way to code for quality of writing. That's up to you Delegates to decide.
