I want to create a nation with a certain name, but the name is reserved for an ex-nation. Moderators can you help me?

There's nothing you can do about that. The nation name is reserved in case that person comes back to the game. If the moderators gave away nation names that ceased to exist, and the original player came back, it really wouldn't be fair to them. I believe the moderators are currently working on releasing nation names that have ceased to exist for 18+ months, so maybe you'll get lucky, and the name you want will be part of that list.
